But when Gerard Baker complains that, according to the Tax Foundation, the top 1% pay 40% of all taxes while the bottom 50% pay less than the top 3%, he neglects to mention the percentage of total income made by each group, top and bottom. These are also relevant statistics that would present the tax proposals in a different light. What is fair is in the eye of the taxpayer.
