A former business building next to the main Madison Township fire station on Expressview Drive is finally going to come down. Trustees voted at their regular meeting on Tuesday to award a $20,000 demolition contract to H & T Demolition and Construction of Mansfield, pending the receipt of several liability documents.
The contract calls for the company to demolish the block and steel building, take up the concrete floors and footers and grade and seed the lot. Work is scheduled to begin Oct. 15 pending the signing of the contract and notification to the Ohio Environmental Protection Agency.
Trustees Chairman Dan Fletcher pointed out that the contract presented to the board for consideration did not have proof of the contractor’s liability and workers compensation certificate or a bond to guarantee the work. “It’s a simple job but what happens if he leaves it half torn down. Do we need a bond?” he asked.
After a brief discussion, trustees awarded the contract contingent on the contractor providing the required information.
Trustees have been talking about what to do with the building since last year as the condition of the structure has continued to deteriorate. The building formerly housed several different businesses and recently has been used for fire department and township storage, including old township records.
It was suggested during a February meeting the site could be used for a possible new fire station. Trustees also have emphasized that no decision on a new fire station has been made, no architect has been hired and no design plans are being developed.
Trustee Jim Houser reported that a prefabricated storage building has been delivered and is almost ready for the records that will be moved from the building that will be demolished. The storage building is on a concrete pad by the fire station.
Trustees also voted to use some of the township’s $42,492 in federal CARES Act funds to buy new laptop computers so the board can work better at home during the COVID crisis. Trustee Cathy Swank asked for the purchase because she is “highly frustrated” by problems with her current township-owned device.
“Half the time my keyboard doesn’t work. I’ve not gotten e-mail. It's not compatible with my home printer, and I’m not familiar with this format,” Swank said. “I prefer not to do work on my home computer because you can get into a real mess with that.”
Swank said she and the other trustees are not working at the township office as much because of concerns over COVID and that it will be better to work at home with additional concerns about flu this fall. She suggested that a relatively simple laptop could be bought at a local store.
Fletcher questioned if it is proper to make the purchase with COVID relief funds. “If we buy something and it doesn’t jive (with program regulations), we pay for it out of...the general fund or our own pockets,” he said.
Swank and Houser voted for the purchase and Fletcher voted against. The old tablets will be donated to the fire department to be used on the squad units.
Trustees also appointed Captain Jeff Pate as acting fire chief, effective Saturday, until a replacement can be found for Chief Ron Luttrell, who is leaving to become fire chief in Norwalk. Trustees have not said what type of process they will use to find Luttrell’s replacement.
In other business, trustees agreed to sell the old chassis from Medic 71 on GovDeals.com with no restrictions. During administrative reports, Swank said the board needs to begin to plan to purchase a new boom mower for the road department by next spring because of continuing problems with the current mower.
