The Macomb County Apportionment Commission met for the first time last week to kick off its once-a-decade assignment to approve a redrawing of the 13 county commission boundaries to reflect the latest population trends.

The five-member commission approved some administrative tasks at the July 28 meeting held in the chambers of the county Board of Commissioners on the ninth floor of the county Administration Building in Mount Clemens.

“Our mission as a group is to get a fair, legal plan for redistricting that the majority of the board will agree to,” commission Chairman Anthony Forlini, the county clerk, said following the meeting.

The commission also is comprised of county Prosecutor Peter Lucido, county Treasurer Lawrence Rocca, county Democratic Party Chairman Ed Bruley and county Republican Chairman Mark Forton.

“We all get along very well,” Forlini said. “The big thing for us is to be open and transparent.”

The commission will rely on information from the 2020 U.S. Census, which is expected to provide numbers later this month, Forlini said. The commission must approve a new district map from 30 to 60 days the formal census data are provided.

Any resident or group in the county, including commission members, can submit a plan for the commissioner to approve. Forlini said he will not submit a plan.

“I believe it is my job to be as down the middle as possible,” he said

The current boundaries were redrawn in 2011 following approval of a new county charter that reduced the number of districts from 26 to 13 and created an executive form of government.

The county board this year for the first time in county history became a Republican majority as a result of last November’s election.

The commission will be releasing details of how a proposed redistricting plan can be submitted at its next meeting, which has not yet been scheduled. Population information will be made available through the county Department of Planning and Economic Development.
